Türkiye Cyber Security Cluster continues to bring together public institutions and sector stakeholders in line with the goal of strengthening the domestic and national cyber security ecosystem. In this context, the 43rd Public Cyber Security Day Event was hosted by the State Supply Office on December 24, 2025.
The event, which brings together public and private sector representatives on the same platform, aims to develop local, integrated and sustainable solutions against Turkey's increasing and complex cyber threat environment. This organization, which directly brought together the field needs of public institutions and the technical capabilities of the sector, offered an important interaction ground that strengthened public-private sector cooperation.
This time, the event differed from previous meetings in terms of the participant profile. While department heads and senior managers of different public institutions showed great interest in the event, high-ranking commanders from the Force Commands also participated in the program. This strong representation shows that cybersecurity is not just a technical topic; once again demonstrated that it is considered a strategic priority in terms of public administration, defense and national security.

Emphasizing that artificial intelligence-supported solutions will play a critical role in detecting threats, preventing attacks and increasing cyber resilience, ÖNALHe stated that prioritizing local and national products in cyber security is a strategic necessity for Turkey's digital sovereignty.

TURKCELL Shared Digital Business Services' Cyber Security Vision and Public Solution Approach
In the session held within the scope of the Public Cyber Security Days event, Deputy General Manager Ömer GAZİMİHAL, on behalf of Turkcell Digital Business Services, shared Turkcell Digital Business Services' cyber security vision and solution approach for the public.
In the presentation, hyperscaler cloud infrastructure and the security and data sovereignty advantages that this infrastructure will provide to public institutions along with 5G and new generation digital services were discussed. It was emphasized that the data should be kept in Turkey and that global security competencies should be presented in accordance with local needs.
In line with the platform approach of Turkcell Digital Business Services; It was stated that it offers an end-to-end and centralized security architecture against the increasing attack surface of public institutions with integrated security services such as SOC, XDR / MDR, L7 DDoS. In addition, early detection of public threats and proactive intervention opportunities were shared with BOZOK, the local and national cyber threat intelligence center.
In the presentation, with the spread of 5G and connected devices, the importance of considering network, device and user security together was exemplified by scalable network management solutions supported by SD-WAN and integrated security services. It was stated that thanks to the collaborations with the local technology manufacturer Parta Networks, safe, flexible and sustainable solutions are offered to public institutions with a single contract and single interlocutor model.

Parta Networks CEO Destan YILANCI explained the use and prominent competencies of the Targitas platform, which was developed for corporate-scale network, internet and cloud security needs, in the field this year.

He stated that in this way, institutions can apply security policies on a user, device and application basis without compromising network performance.
